[Tf-openci-triage] TF MISRA tool, ECLAIR, upgraded to 3.13.1

The MISRA testing tool in use by the TF projects, ECLAIR, was upgraded to version 3.13.1 (from 3.13.0). This is minor version upgrade, which doesn't have any user-visible changes, but has internal bugfixes and enhancements. I verified that TF-A report produced is identical to the previous version. However, please let us know if you see any unexpected behavior after this upgrade or have questions.
