OP-TEE 4.11.0 has been released

I'm pleased to announce that OP-TEE version 4.11.0 is now available.

The list of changes can be found in the changelog [1].

It has been six months since the previous release, which is longer than usual. We normally release every three months, and we’re now resuming our regular cadence.

A big thank you to everyone who participated with contributions and helping out with testing the release [2].
