I have cherry picked the patch and  tested it on Cygwin:

 

$ cmake --version

cmake version 3.11.1

 

CMake suite maintained and supported by Kitware (kitware.com/cmake).

 

The patch works and no issue found.

We tried on cmake 3.7 and 3.10 with cygwin and it works; can some Cygwin/mingw user pick this patch and test if it could work in your side?
